Background of the Study
In a democratic society, access to information is a fundamental right that empowers citizens to participate in governance and hold public officials accountable. In Nigeria, the legal framework that supports the right to access information is enshrined in the Freedom of Information Act (FOI), which guarantees citizens' access to public records and government-held information. However, despite the legal provisions, there are still significant barriers to accessing information, especially at the local government level. In Makurdi Local Government Area, Benue State, the implementation of media laws that govern the right to information remains a contentious issue. Journalists and citizens face obstacles such as bureaucratic delays, lack of transparency, and state resistance to releasing critical information. This study aims to assess how media laws related to the right to access information are implemented in Makurdi and to identify the challenges that hinder effective implementation of these laws (Oluwaseun & Enenche, 2024; Terungwa & Dada, 2023).
1.2 Statement of the Problem
Despite the establishment of the Freedom of Information Act and other legal frameworks aimed at enhancing access to information, there are widespread challenges in its implementation, particularly in Makurdi Local Government Area. Journalists and the general public face significant barriers when requesting information from public institutions, which raises concerns about the transparency and accountability of local governance. The reluctance of government agencies to release information, coupled with bureaucratic obstacles, undermines the effectiveness of media laws that guarantee the right to information. This study aims to assess how these legal frameworks are being applied in Makurdi and to explore the challenges journalists and citizens face in accessing information (Emmanuel & Afolabi, 2024; Ogbonna & Madu, 2023).
1.3 Objectives of the Study
To assess the effectiveness of media laws governing the right to access information in Makurdi Local Government Area.
To identify the challenges faced by journalists and citizens in accessing public information in Makurdi.
To evaluate the role of local media in advocating for the right to access information in Makurdi.

1.5 Research Hypothesis

1.6 Significance of the Study
This study is crucial in highlighting the effectiveness of media laws in promoting the right to access information, which is essential for strengthening transparency and accountability in local governance. By focusing on Makurdi, this study will provide recommendations on how to improve the implementation of media laws at the local government level and foster a more open and transparent governance system. The findings will also be valuable for policymakers, journalists, and citizens advocating for greater access to information.
1.7 Scope and Limitations of the Study
This study will focus on the implementation of media laws related to access to information in Makurdi Local Government Area, Benue State. The research will examine the challenges faced by journalists and the general public when requesting information from government bodies. Limitations include potential reluctance on the part of government institutions to disclose sensitive information and the difficulty of obtaining data on failed requests for information.
1.8 Operational Definition of Terms
Freedom of Information Act (FOIA): A legal framework that allows citizens to request access to public records held by government agencies.
Media Laws: Regulations that govern the activities of the media, including laws that ensure the right to access information.
